We here in Maryland already have made significant contributions
in many areas of State government. We have coordinated economic
development and highway building programs so as to provide the
maximum economic benefits to our people. We are participating in
federal re-training programs for those unemployed because of tech-
nological changes in industry. The results of such cooperative ven-
tures are only now beginning to be seen. What we have seen, however,
should inspire us to follow this course to a brighter future. Let us
not be afraid to experiment, let us not be afraid to risk failure, let
us not be afraid to explore fully the courses open to us in the future
for fear of criticism from those who do not agree. For when we cease
to experiment, when we become satisfied with conditions as they are,
when we become content with the status quo, then we do not merely
cease to advance, we begin to fall behind. Our country and this State
were built by men who did not bask in past glories. We in Maryland
cannot continue to reflect the image of our past unless we constantly
strive to build upon our heritage. It is for this reason then, that I
stand before you today both humble and proud, recognizing our
obligation both to the past and to the future.
I am fully aware of the problems that this State faces as it moves
into the future and I am fully cognizant of the great weight of
responsibility that has once again been placed upon my shoulders. I
ask you today to share that burden with me, to join with me in
building on our heritage so that when the time arrives for others
to assume our burdens, we can turn over to them a Maryland that
is proud, vibrant and a leader among her sister states.

Mr. President, Mr. Speaker, ladies and gentlemen of the General
Assembly:
I have asked you to convene in joint session today so dial I, dis-
charging my duties as Chief Executive, may present to you my recom-
mendations for financing our State government during the fiscal year
beginning July 1, 1963. Bills to implement this plan have been in-
troduced in your two bodies, and the customary budget documents
will be placed into your hands today. I ask you to study these bills
