A bill entitled "An Act to add a new section to Article
98 of the Code of Public General Laws, title ‘Wharves
and State Wharfinger,' to follow section 4, to be desig-
nated as ‘Section 4 A.'"
Which was read the first time and referred to the Com-
mittee on Finance.

JOINT RESOLUTION.
By Mr. Bouic,
Joint Resolutions expressive of the sentiments of Re-
publicans as to the rule to be accorded the peoples re-
cently acquired by conquest.
Resolved by the General Assembly of Maryland, That
the flag of the United States is solely the emblem of the
principles of this Country, which must of necessity go
with the flag, and whenever it ceases so to be and so t-o
go it stultifies the manhood of the nation.
Resolved, That wherever our Flag floats, it is an an-
nouncement to the world that these, the principles of
our country which find their embodiment in the Consti-
tution. are to prevail; that then the spirit of liberty
coupled with the assurance of "equal opportunities for
all and special privileges for none," must dominate.
Resolved, That whilst conquests generally lead to
troublesome questions and oftimes disastrous results, yet
principles are of God and eternal, and should never he
cowardly submerged on account of the necessities or ex-
pediencies of the moment; far better acknowledge an
error and rectify it, than attempt to destroy a principle.
Which was read the first time and referred to the Com-
mitt-ee on Judicial Proceedings.

REPORTS OF STANDING COMMITTEES.
Mr. Crothers, from Finance Committee, reported fav-
orably,
House bill entitled "An Act to refund to certain collec-
tors of State taxes herein mentioned moneys erroneously
paid by them into the Stat-c Treasury."
