The Honorable the Speaker of the House of Delegates '.

SIR : In obedience to the 4th section of Article 6 of the
Constitution, I have the honor herewith to submit to you
true copies of the accounts rendered to and settled with the
Comptroller of the Treasury, from 1st day of October, 1864,
to the 30th September, 1865 (inclusive,); and from the 1st
day of October, 1865, to the 30th September, 1866 (inclu-
sive,) allof which I trust, upon examination, will be found sat-
isfactory and correct.
