stitution of 1867 as amended to November, 1966. It was felt that the six column
comparison of the text of the present and previous Constitutions would be more
useful than the index comparison previously contemplated but the preparation of the
six column comparison has proven to be difficult and time-consuming. It has been
responsible for a substantial part of the delay in publishing this volume.
Some of the documents included in this volume were prepared during the very
early stages of the Commission's work in 1966 and others were prepared during
1967. No attempt has been made to update any article.
The research documents are arranged by chapters (I-IX) that correspond with
the nine articles of the draft constitution which was published in the report of
the constitutional convention commission. Chapter X contains three articles
pertaining to miscellaneous and transitional provisions. These ten chapters are
followed by reproductions of the exact text of Maryland's four constitutions as they
were originally adopted, to wit: the Constitutions of 1776, 1851, 1864 and 1867.
Interspersed with these constitutions are listings of amendments and indices where
appropriate. Chapter XIX is the six column comparison of the constitutions referred
to above. Chapter XX is an appendix which lists the various departments and
agencies of the executive branch of the State's government. For each of these depart-
ments and agencies are given the authority for its creation, the nature of its head,
a description of its members, the term of office for members, numbers and kinds of
employees, and a brief statement of the functions of each office. In conclusion,
Chapter XXI contains a number of statements which were submitted to the Com-
mission during the course of its work (referred to as position papers) and which it
was felt should be permanently recorded.
The Commission expresses to Clyde C. Hall and Dennis Ardi its sincere appre-
ciation for their valuable assistance in the editing and arranging of the research
documents included in Chapters I to IX, inclusive. Also, in addition to the acknowl-
edgments listed on pages xiii and xiv of the report of the constitutional con-
vention commission, the Commission desires to express its sincere appreciation to
those members of the professional staff of the Constitutional Convention who assisted
in editing, verifying citations, arranging and proofreading; and to the Library of
Congress, the Bar Library of Baltimore City and the Elections Research Center of
the Governmental Affairs Institute, whose cooperation made beneficial historical and
background materials readily available. The printing of the six-column comparison,
which is Chapter XIX, presented unusually difficult problems and the Commission
wishes to express its appreciation to Howard W. King and Donald F. Yakel, whose
suggestions and guidance based on their extensive knowledge and experience were
most helpful.
