CONSTITUTION

AND

FORM OF GOVERNMENT

OF THE

STATE OF MARYLAND,

AS IT STANDS,

BY EXCLUDING THEREFROM ALL SUCH PARTS OF THE ORIGINAL FORM
AS HAVE BEEN REPEALED, AND INCORPORATING THEREIN THE
AMENDMENTS THERETO.

The original articles reprinted from Kilty, Harris and Watkins, are
designated by the word 'article,' the amendments, by the year of their
adoption.

The stars denote the omission of repealed parts, or such of the original
articles as are virtually abrogated by the introduction of conflicting amend-
ments.

HOUSE OF DELEGATES.

ARTICLE 1. That the legislature consist of two distinct
branches, a senate, and a house of delegates, which shall be
styled the General Assembly of Maryland.

ART. 2. That the house of delegates shall be chosen in the
following manner: every free white male citizen of this state,
above twenty-one years of age, and no other, having resided
twelve months within this state, and six months in the county
next preceding the election at which he offers to vote, shall have
a right of suffrage in the election of delegates for such county;
and all free white male citizens, so qualified, shall assemble in
the counties in which they are respectively qualified to vote, in
separate districts, and the several counties of this state, for the
purpose of holding all future elections for delegates of the
several counties shall be divided into separate districts in the
manner herein after directed; and the said citizens, when as-
sembled, shall proceed to elect, by ballot, * * * * delegates for
their respective counties, of the most wise, sensible, and dis-
