208 MARYLAND MANUAL Board of Boiler Rules Chairman: A. L. Penniman, Jr., 1973, Representing the Society of Mechanical Engineers Ex officio member: Henry Miller, Commissioner of Labor and Industry. Joseph B. Bullock, representing owners and users of high pressure boilers, 1971; George N. Klein, representing manufacturers' or assemblers of boilers, 1971; John J. Barranger, representing insurers of boilers, 1972; Thomas S. Patterson, representing owners and users of low pressure boilers, 1972. The Board of Boiler Rules, originally established by Chapter 676, Acts of 1920, had its membership enlarged by Chapter 430, Acts of 1969. The new board is composed of five members appointed by the Governor with the advice and consent of the Senate for four-year terms. Of the appointed members, one must represent the owners and users of high pressure boilers, one must represent manufacturers or assemblers of boilers, one must represent insurers of boilers, and one represents the American Society of Mechanical Engineers. The repre- sentative of the American Society of Mechanical Engineers serves as Chairman of the Board. The Commissioner of Labor and Industry serves as an ex officio member without a vote. The Board formulates definitions, rules and regulations for the safe construction, use, installation, maintenance, repair and inspection of high pressure and low boilers and nuclear vessels for sale or use in Maryland (Code 1957, 1965 Repl. Vol., 1969 Supp., Art. 48, sees. 167-180). Employment Agency Advisory Board Chairman: Edward W. Hearn, 1973 Representing the employment agencies: Michael J. Amos, 1971; Robert C. Graebner, 1972; Maynard Z. Drossner, 1973. Representing the general public: George Freeberger, 1971; Vera LeCato, 1972; Albert Kaufman, 1973. The Employment Agency Advisory Board, established by Chapter 431, Acts of 1969, consists of seven members appointed by the Com- missioner of Labor and Industry with the approval of the Governor for four-year terms. Three members represent employment agencies, while four 'represent the general public. The Governor designates one of the public members to serve as the Chairman. The Board assists the Commissioner of Labor and Industry in the formulation of rules and regulations applying to the licensing, regula- tion and inspection of private, fee-charging employment agencies, including theatrical agencies which operate in Maryland (Code 1957, 1968 Repl. Advisory Council on Prevailing Wage Rates (members not yet appointed) The Advisory Council on Prevailing Wage Rates was created by Chapter 658, Acts of 1969, to advise the Commissioner of Labor and Industry and to submit recommendations to him regarding the estab- lishment of and hourly rates applicable to contracts and subcontracts for public works within the State. |
