The State Board of Community Colleges was established by Chapter
464, Acts of 1968 to exercise full control over the community colleges
in the State. Until July 1, 1969, the Board served as an advisory
board to the State Board of Education with respect to the operation,
promotion and functions of the community colleges. After July I,
1969, the Board assumed its statutory duties.
The Board consists of seven members. One of the members must
be the State Superintendent of Schools. The remaining members are
appointed by the Governor with the advice and consent of the Senate
for six-year terms. Members of the Board must be appointed for their
interest in civic and public affairs and for their knowledge and per-
ception in educational matters. One of the members must be a member
of the State Board of Education. The Board selects its own officers
and employees.
The same Act also provided that upon the request of a local board
of education, local boards of community college trustees may be
appointed. These local boards, if any, are to consist of seven members
appointed by the Governor with the advice and consent of the Senate,
for six-year terms. In Baltimore City, the board is to be appointed by
the Mayor and the City Council. Each board must include one member
of the Board of Education or the Baltimore City Board of School Com-
missioners. Of these seven members, one must represent the Board
of Education or the Board of School Commissioners and the majority
of the members of the board may not be members of the local boards
of education. Each board may select its own officers (Code 1967, 1965
Repl. Vol., 1968 Supp., Art. 77, sees 300-306).
