A HISTORY OF THE DECEMBER, 1969 SPECIAL SESSION
OF THE GENERAL ASSEMBLY
The General Assembly of Maryland met in Special Session on
December 16, 1969.
This session was called by the Governor to deal with the State's
fiscal crisis. The main bills dealt with an emergency appropriation to
meet the State shortage of construction funds, and elimination of the
five percent limitation on rates of interest on State Bond issues.
There was also a bill introduced prohibiting the use of any game,
lottery or other scheme by retail establishments to give away gifts or
prizes for the purpose of promoting or advertising any product or
service, regardless of a purchase being required. This bill was enacted
over a veto by the Governor.
The remainder of the bills applied to individual counties.
A HISTORY OF THE 1970 SESSION OF THE
GENERAL ASSEMBLY
The General Assembly met in regular session on January 21, 1970
and adjourned on March 31, 1970.
A total of 2,427 bills were introduced in 1970, of which 888 were
Senate bills and 1,539 were House bills. Of the 888 Senate bills, 259
were passed by both Houses; of this latter number, 253 were signed
by the Governor and 6 were vetoed. Of the 1,539 House bills intro-
duced, 509 were passed by both Houses, and of this latter number, 488
were signed by the Governor and 21 were vetoed...
A total of 219 Joint Resolutions were introduced, 84 being in the
Senate and 135 in the House. Of these, 31 Senate Joint Resolutions
and 42 House Joint Resolutions were passed by both Houses. All 31
Senate Joint Resolutions were signed by the Governor, and 41 of the
42 House Joint Resolutions were signed.
The budget bill enacted at this session for the fiscal year ending
June 30, 1971, amounted to $1,540,038,787. The bond construction bill
passed at this session was for a total of $58,963,800.
Among the more important laws enacted were: A bill to provide
protective measures to buyers making purchases in their homes, "Home
Solicitation Act", a bill relating to regulations, offenses and penalties
for substances classified as controlled dangerous substances, a bill to
establish new penalties for violation of the State Drug Abuse Act, a
bill to increase the number from 5 to 9 judges of the Court of Special
Appeals, a bill to provide for the regulations of Credit Life and Health
Insurance, a bill to control wetlands in the State by the Board of
Public Works, and recodification of the Motor Vehicle Laws.
There was also a number of environmental bills involving water
quality control, air quality control, sediment control, Statewide waste
and disposal services.
Seven new departments were created under executive reorganization.
They are: Economic and Community Development, Employment and
Social Services, General Services, Licensing and Regulation, Person-
nel, Public Safety and Correctional Services, and Transportation.
