The Maryland Commission on Intergov-
ernmental Cooperation, originally created by
Chapter 331, Acts of 1937, had its mem-
bership reconstituted by Chapter 37, Acts
of 1964, by Chapter 34, Acts of 1975 and
by Chapter 281, Acts of 1976. The Com-
mission consists of eighteen members ap-
pointed by the President of the Senate and
the Speaker of the House of Delegates. Eight
members are members of the Senate and
eight members are members of the House of
Delegates. These members include ex officio,

the President of the Senate, the Speaker of
the House of Delegates, and the majority
and minority leaders of both Houses These
appointments are at the pleasure of the Pres-
ident of the Senate and the Speaker of the
House who also designate the Chairman and
Vice Chairman of the Commission. Two
members of the Commission are the Presi-
dent of the Maryland Association of Coun-
ties, Inc. and the President of the Maryland
Municipal League, Inc. or their designees.
The Advisory Committee consists of five
members, two of whom are appointed by
the Governor. The other members are the
Secretary of Budget and Fiscal Planning or
his alternate, the Secretary of State Plan-
ning or his alternate, and the Attorney Gen-
eral or his alternate.
It is the function of this Commission to
carry forward the participation of the State
as a member of The Council of State Gov-
ernments The Commission participates in
activities of the National Conference of
State Legislatures and the Southern Legis-
lative Conference of The Council of State
Governments. It encourages the cooperative
exchange of information and research with
officials and employees of other states, the
federal government, and local units of gov-
ernment. It fosters and maintains contacts
and liaison with agencies and representatives
of the federal government, concerning fed-
eral program and activities, and circulates
information and data thus obtained among
the several agencies of the State and its po-
litical subdivisions. It endeavors to advance
cooperation between this State and other
units of government when it seems advisable
by formulating proposals for the adoption of
compacts, the enactment of uniform or re-
ciprocal statutes, the adoption of uniform
or reciprocal administrative rules, the in-
formal cooperation of governmental offices
with one another, and in general, to assist
Maryland to do its part in bringing the vari-
ous governments in the United States into
close contact and to develop The Council
of State Governments for this purpose
