The Department of Licensing and Regulation consolidated over thirty State agencies and boards
responsible for licensing and regulating businesses, professions, and trades. These are: the Maryland
Architectural Registration Board, the State Athletic Commission, the Bank Commissioner, the Bank-
ing Board, the Bank Regulation Board, the Board of Barber Examiners, the Division of Building,
Savings and Loan Associations, the State Board of Cosmetologists, the Commissioner of Consumer
Credit, the Board of Electrical Examiners and Supervisors, the Board of Examining Engineers, the
Board of Examiners for Hearing Aid Dealers, the Maryland Home Improvement Commission, the
State Board of Inspection of Horse Riding Stables, the Insurance Division, the Division of Labor and
Industry, the Amusement Safety Advisory Board, the Apprenticeship and Training Council, the Board
of Boiler Rules, the Employment Agency Advisory Board, the Minimum Wage Advisory Committee,
the Occupational Safety and Health Advisory Board, the Advisory Council of Prevailing Wage Rates,
the Board of Examiners of Maryland Pilots, the Maryland State Board of Censors, the Board of Ex-
amining Moving Picture Machine Operators, the State Board of Commissioners of Practical Plumbing,
the State Board of Registration for Professional Engineers, the State Board of Registration for Profes-
sional Land Surveyors, the Maryland State Board of Public Accountancy, the Maryland Racing Com-
mission, the Maryland-Bred Race Fund Advisory Committee, the Maryland Standardbred Race Fund
Advisory Committee, the Real Estate Commission, the Real Estate Hearing Board, the State Board of
Registration for Foresters, and the Board of Examiners of Landscape Architects (Code 1957, Art. 41,
sees. 221-221E).

All agencies within the Department of Licensing and Regulation include one or more consumer
respresentatives who represent the public.

The seven-person Architectural Registration
Board, originally established as the Board of
Examiners and Registration of Architects by
Chapt^309, Acts of 1935, adopted its present
name by Chapter 463, Acts of 1968. Members of

the Board are appointed by the Govenor with the
advice of the Secretary of Licensing and Regula-
tion and with the advice and consent of the Sen-
ate for five-year terms. The five architect
appointees to the Board must have engaged in the
independent practice of architecture for at least
ten years, and at least three of the members must
be graduates of approved schools of architecture.
One member represents the public. The Gover-
nor, with the advice of the Secretary of Licensing
and Regulation, designates the Chairperson.

The Board passes upon all matters pertaining
to the registration of architects in the State of
Maryland. All persons seeking to practice archi-
tecture in the State must submit their
qualifications to the Board or pass its examina-
tion before being registered and licensed to prac-
tice (Code 1957, Art. 43, sees. 515-28).
