General Assembly

levels, giving the General Assembly authority
to appoint a replacement for any State elected
or appointed officer who is unavailable to per-
form his duties, providing alternative means of
publishing amendments to the Constitution,
and reducing the number of years required of
a public officer to be in office before an in-
cumbent public officer's salary may be
changed.

At the November 1978 general election the fol-
lowing proposed Constitutional Amendments
failed to gain voter approval: granting right of
prior entry on vacant land in Anne Arundel
County, authorizing the State Treasurer to make
and sell short-term notes, and granting
Chestertown in Kent County quick-take condem-
nation authority.

The Office of the Assistant to the President
and the Speaker was established in 1975 by joint
action of the President and Speaker as the admin-
istrative element of the Legislative Department.
He serves at their pleasure and may be removed
by joint action and at the discretion of the Presi-
dent and the Speaker.

The Assistant to the President and the Speaker
is responsible for all administrative functions. He
serves in a coordinating capacity for the Legisla-
tive Department with respect, to administrative
functions involving agencies such as the Depart-
ment of General Services, the Department of
Budget and Fiscal Planning, the Department of
State Planning, the Department of Personnel, and
the Comptroller's Office.
