The Amusement Safety Advisory Board was
created by Chapter 844, Acts of 1976. The Board
consists of nine members appointed by the Gover-
nor with the advice and consent of the Senate for
six-year terms. One member represents the amuse-
ment ride manufacturers, one the carnival owners,
two the amusement park owners, and one the
State or county fairs. One of the members must be
a mechanical engineer. Three members represent
the general public. One of the public members is
designated as the Chairperson of the Board.

The Board advises, consults with, and makes
recommendations and proposes such reasonable
rules, regulations, and standards to the Commis-
sioner for the prevention of conditions detrimen-
tal to the public in the use of amusement rides
and attractions as the Board finds necessary for
the protection and safety of the public (Code
1957, Art. 89, secs. 65-81).

APPRENTICESHIP AND TRAINING
COUNCIL

The Apprenticeship and Training Council, orig-
inally created by Chapter 671, Acts of 1966, had
its membership altered by Chapter 539, Acts of
1974. The Council consists of seven members
appointed by the Governor with the advice of the
Secretary of Licensing and Regulation and with
the advice and consent of the Senate for four-year
terms. The Governor designates the Chairperson.
Three members are representatives of employee
organizations, three are representatives of employ-
ers, and one represents the genera) public. Mem-
bership of the Council includes black representa-
tion.

The Council encourages the development of an
apprenticeship and training system through the
voluntary cooperation of management, labor, and
interested State agencies. In cooperation with oth-
er states and the federal government, the Council
formulates policies for the overall apprenticeship
program, formulates and adopts standards of ap-
prenticeship that safeguard the welfare of appren-
tices, registers apprentices under approved ap-
prenticeship agreements, provides guidance and
counsel on the establishment of other forms of
on-the-job training, and performs such other
functions as the Governor may direct or as may
come within the scope of the Council (Code 1957,
Art. 89, secs. 50-56).
