This school was originally created by Chapter
719, Acts of 1966. It is headed by a Director and
five Assistant Directors, each of whom is ap-
pointed by the Governor by and with the advice
and consent of the Senate for four-year terms.

The school was established for persons under
twenty-one years of age who are placed on proba-
tion before verdict in connection with any charge
for violation of any of the motor vehicle laws of
the State or any criminal law, whether State or
local, over which the District Courts have juris-
diction when referred by the District Court or
other judicial officers of Baltimore County. The
school includes courses in driver safety, civic re-
sponsibility, America and its heritage, and the
ramifications, present and future, of violating the
laws of the State, both as to the individual and
the community. All probationers must attend
classes, which are held in the District Court
rooms (Code 1957, Art. 27, sec. 646).

The Governor originally appointed this Com-
mission in 1967 to replace the Commission on
Crime and Delinquency. The Commission's func-
tions were revised by Executive Orders in 1969,
1971, and 1975. The present Commission was re-
constituted by Executive Order in 1978. Commis-
sion membership is representative of all segments
of the criminal and juvenile justice systems and
one-third of the group is comprised of private cit-
izens-at-large.

The Governor's charge to the Commission re-
quires it to assume broad responsibility in crime
control policy coordination and problem resolu-
tion. Among the specific gubernatorially-mandat-
ed areas of Commission involvement are: the dan-
gerous mentally ill offender; overcrowding in
prisons and local jails; juvenile delinquency pre-
vention and improving the administration of juve-
nile justice; improving the services provided to
victims of crime and witnesses in State cases; and
providing information to better coordinate State
and local funding mechanisms for law enforce-
ment and criminal justice agencies.

The Commission is also the State agency re-
sponsible for law enforcement, criminal justice,
and crime prevention planning in Maryland. In
this capacity the Commission administers the
Federal Crime Control Acts and the Juvenile Jus-
tice and Delinquency Prevention Acts. The Com-
mission is responsible for developing the State's
Comprehensive Law Enforcement and Criminal
Justice Plan and for making grants to local gov-
ernments and State agencies for programs consis-
tent with that Plan.

A staff headed by an executive director and
composed of well-qualified professionals in the
fields of law enforcement, courts, corrections, ju-
venile delinquency prevention and control, data
systems, financial administration, auditing, and
publications provides support to the Commission-
ers. The staff develops Comprehensive Plan pro-
posals for the Commission's consideration, pro-
vides technical assistance to units of local
government and other State agencies, administers
all grant programs, evaluates all projects funded
by the Governor's Commission, and assists in the
preparation of such special reports as the Gover-
nor, Legislature, and the Commission may from
time to time request.
