roster that contains the names of those autho-
rized to practice as professional engineers. The
Board is a member of the National Council of
State Boards of Engineering Examiners, which
aids in the reciprocal licensing of engineers and
seeks to promote uniform standards of licensing
in all States.

Through the cooperation of the local chapters
of the engineering fraternities, the Board seeks to
secure voluntary compliance with the law and the
maintenance of the ethical standards of the pro-
fession. The Board also has specific powers of en-
forcement. These include the investigation of
charges as well as the hearing of complaints of vi-
olations of the registration law, the power to sub-
poena witnesses and the submission of documents
or other pertinent data, and the power to apply
for relief by injunction to enforce the provisions
of the law or to restrain any violation of it (Code
1957, Art. 75 1/2).

Subject to the evaluation and reestablishment
provisions of the Program Evaluation Act (sunset
law), authorization for the Board continues until
July 1, 1993 (Chapter 178, Acts of 1982).

The Board of Examining Engineers, established
by Chapter 448, Acts of 1892, had its member-
ship altered by Chapter 599, Acts of 1966. The
Board consists of five members, all appointed by
the Governor with the advice of the Secretary of
Licensing and Regulation for two-year terms.
Three members must have had experience operat-
ing steam engines, boilers, and stationary or por-
table engines. The chairperson is elected by the
Board members.

The Board examines applicants for certificates
of proficiency to operate stationary or portable
engines in Baltimore City, and all such certifi-
cates must come before the Board for renewal
each year. The Board also periodically inspects all
industries and places of business where licensed
engineers are employed to ensure compliance with
the law (Public Local Laws of Baltimore City,
1969, Art. 4, secs. 1-6).

The State Board of Registration for Foresters,
created by Chapter 638, Acts of 1972, examines
licenses and registers persons wishing to engage
in the practice of forestry in Maryland.

The Board consists of seven members ap-
pointed by the Governor with the advice and
consent of the Senate for five-year terms. Five
members must be Registered Professional Fores-
ters and are appointed from a list of ten nominees
recommended by the Maryland Chapter, Society
of American Foresters. They must have engaged
in the practice of forestry for at least ten years
prior to their appointment. The Board selects its
own officers.

The Board was assigned to the Department of
Licensing and Regulation by Section 5, Chapter
4, Acts of the Special Session of 1973, effective
January 1, 1974 (Code 1957, Art. 56, secs.
299-319). Authorization for the Board continues
until July 1, 1984 (Chapter 808, Acts of 1978).

The Board of Examiners for Hearing Aid Deal-
ers, created by Chapter 634, Acts of 1969, con-
sists of five members appointed by the Governor
with the advice and consent of the Senate for
five-year terms. The Governor designates the
chairperson. One member must be licensed to
practice medicine in Maryland and hold a certifi-
cate of qualification from the American Board of
Otolaryngology. One member must hold certifi-
cate of competence in audiology from the Ameri-
can Speech and Hearing Association and have
