The Maryland Legal Services Corporation was
established by Chapter 829, Acts of 1982. The
Corporation receives and distributes funds to
grantees that provide legal assistance to eligible
clients in noncriminal proceedings or matters. The
Corporation ensures that grants and contracts are
made so as to provide the most stable, economical,
and effective delivery of legal assistance. It also
ensures that eligible clients in all areas of the State
have access to the Corporation's services.

The Corporation establishes maximum income
levels for client eligibility. These are based on a
client's financial inability to pay for competent
private counsel and other necessary expenses of
representation. The maximum income levels for
eligibility set by the Corporation may not exceed
50 percent of the median family income for the
State of Maryland, as certified annually by the U.S.
Department of Health and Human Services.

The Corporation is governed by a Board of
Directors. The Board consists of five lawyer and
four non-lawyer voting members appointed by the
Governor with the advice and consent of the
Senate. Board members serve three-year terms.
The Board appoints the Corporation's Executive
Director who serves ex officio as a nonvoting
member of the Board (Code 1957, Art. 44 through
45-0).

The Corporation publishes an annual report that
describes its services.

The Governor appoints members of the Council
pursuant to the federal Legal Services Corporation
Act of 1974 (P.L. 93-355) as amended. Members
serve one-year terms.

The Advisory Council notifies the Legal Services
Corporation of any apparent violation of the
federal Act reported to it and performs such oilier
duties and responsibilities as the National Legal

Corporation may from time to time deem appro-
priate.

Located at Towson State University, the Lida
Lee Tall Learning Resources Center provides a
laboratory environment for training students to
become elementary school teachers. The Center
offers opportunities to demonstrate and observe
effective teaching practices. It also provides in-
service and staff development opportunities for
faculty from teacher education programs, prospec-
tive principals, and experienced teachers in ele-
mentary schools.

By Chapter 641, Acts of 1984, the Board of
Trustees was established to govern the Center. The
Board consists of eleven members appointed by the
Governor. Members serve three-year terms, except
initially five members serve terms of two years.
