Group conducts special health effects studies and
serves as a consultative and advisory body for the
Department.
The Group's role in setting criteria and stan-
dards has considerable impact on the health and
welfare of Marylanders. The role is shared with
the federal government. When differences in scien-
tific judgment occur, negotiations with the federal
Environmental Protection Agency, the federal
Food and Drug Administration, and public and
private parties in the State often are needed to
protect public health.
In developing strategy and criteria, the Group
integrates toxic substances strategy; develops sci-
entific criteria for toxic pollutants; and develops
mass balance accounting schemes for toxic chemi-
cals. The Group also formulates asbestos inspec-
tion and abatement criteria, and risk assessment
protocols.
The Science and Health Advisory Group has
developed a health registries system that includes
the Toxic Substances Registry, Birth Defects Reg-
istry, Maryland Cancer Registry, and the Occupa-
tional Disease Reporting System. The registries
system offers data that can be linked and studied
for possible relationships. The system also in-
cludes location and quantities of toxic substances,
as well as information on incidents related to their
manufacture, use, disposal, and transport.
By computer links to the National Library of
Medicine and other sources, the Group secures
scientific reference information. The Group also
disseminates information through chemical data
fact sheets, alerts, and toxic substances incident
reporting.
The Group conducts special studies, including
epidemiological studies, cancer cluster investiga-
tions, health effects surveys, and special toxic sub-
stance surveys. The source and fate of toxic pollu-
tants are also studied. Special projects assigned to
the Group include competitive funding requests to
support studies and projects; technical oversight
of the State Asbestos Survey; and State employees
asbestos medical monitoring and training.
The Science and Health Advisory Group pro-
vides staff support to the Advisory Council on
Lead Poisoning and the Council on Toxic Sub-
stances.

The Advisory Council on Lead Poisoning was
created in 1986 (Chapter 404, Acts of 1986). The
Council reviews rules and regulations relating to
poison prevention and develops educational pro-
grams to eliminate cases of lead poisoning.
The Council is comprised of nineteen members.
Seventeen are appointed by the Governor to serve
three-year terms. Two serve ex officio (Code Envi-
ronment Article, sees. 6-701 through 6-708).
