The Board of Boiler Rules was originally estab-
lished in 1920 (Chapter 676, Acts of 1920). The
Board formulates definitions, rules, and regula-
tions for the safe construction, use, installation,
maintenance, repair, and inspection of boilers and
pressure vessels for sale or for use in Maryland.

The Board is composed of eight members.
Seven members are appointed to four-year terms
by the Governor with the advice of the Secretary
of Licensing and Regulation and with the advice
and consent of the Senate. Of the appointed mem-
bers, one each represents the owners and users of
power boilers, the owners and users of heating
boilers, the owners and users of pressure vessels,
the manufacturers or assemblers of boilers or
pressure vessels, and a company licensed to insure
boilers or pressure vessels. One must be a me-
chanical engineer on the faculty of a recognized
engineering college, and one must be a licensed
professional engineer having boiler or pressure
vessel experience. An eighth member is appointed
by the Secretary to represent consumers. The
Commissioner of Labor and Industry serves as an
ex officio, non-voting member. With the advice of
the Secretary, the Governor designates the
chairperson.

Authorization for the Board continues until Ju-
ly 1, 1994 (Code 1957, Art. 48, sees. 167-180A).

The Employment Agency Advisory Board was
established in 1969 (Chapter 431, Acts of 1969).
The Board assists the Commissioner of Labor and
Industry in formulating rules and regulations to

license, regulate, and inspect private, fee-charging
employment agencies, including theatrical agen-
cies that operate in Maryland.

The Board consists of seven members appointed
to four-year terms by the Commissioner of Labor
and Industry with the approval of the Secretary of
Licensing and Regulation. Three members rep-
resent employment agencies, and four represent
the public. The Secretary of Licensing and Regu-
lation designates a public member to serve as
chairperson.

Authorization for the Board continues until Ju-
ly 1, 1994 (Code 1957, Art. 56, sees. 161-170).

The Occupational Safety and Health Advisory
Board originally was established in 1955 as the
Occupational Safety Advisory Board (Chapter 44,
Acts of 1955). The Board adopted its present
name in 1968 (Chapter 530, Acts of 1968).

The Occupational Safety and Health Advisory
Board formulates and proposes to the Commis-
sioner of Labor and Industry rules and regula-
tions for the prevention of accidents and occupa-
tional diseases in every employment or place of
employment in Maryland.

The Board consists of eleven members ap-
pointed for six-year terms by the Commissioner of
Labor and Industry with the approval of the Sec-
retary of Licensing and Regulation. Two members
represent industry, two represent labor, two re-
present health professions, one represents agricul-
ture, one represents businesses regulated by the
Public Service Commission, and three represent
the general public. The Commissioner of Labor
