At the request of the General Assembly, the
Governor created the Vietnam and Disabled Vet-
eran's Business Resource Council in January 1984
(Joint Resolution no. 4, Acts of 1983). The Coun-
cil helps businesses owned by Vietnam and dis-
abled veterans to obtain financial aid and con-
tracts from federal. State, and local government.

The Council includes representatives appointed
by the Governor from veterans organizations, the
Vietnam Veterans Foundation, and the Disabled
American Veterans Association. With the Gover-
nor's approval, the Secretary of Economic and
Employment Development also appoints repre-
sentatives to serve on the Council from the bank-
ing industry, the Small Business Administration,
and the Department of Economic and Employ-
ment Development.

The Council reports annually to the Secretary
of Economic and Employment Development and
the General Assembly.

At the request of the General Assembly, the
Governor created the Maryland Vietnam Veterans

Memorial Commission in February 1984 (Joint
Resolution no. 22, Acts of 1983). The Commis-
sion developed recommendations for a Vietnam
war memorial to honor Marylanders who were
killed or missing-in-action during that conflict. It
continues meeting to monitor and assist in the
work of erecting the memorial.

Construction of the memorial will begin in late
summer of 1987 at Federal Hill Park in Balti-
more. The memorial will display the names of the
1,010 State residents who died in Vietnam from
1959 to 1975. Included among these are the
names of 37 Marylanders who are listed as miss-
ing-in-action.

The Commission submitted its first report to the
Governor on January 2, 1987.

The Washington Metropolitan Area Transit
Regulation Compact Review Committee was
formed in 1985 at the request of the Maryland
General Assembly (Joint Resolution no. 29, Acts
of 1985). Representing Washington, D.C., Virgin-
ia, and Maryland, Committee members are re-
viewing provisions of the Washington Metro-
politan Area Transit Regulation Compact, which
Maryland ratified in 1959 (Chapter 613, Acts of
1959). The review includes provisions relating to
carriers under the jurisdiction of the Washington
Metropolitan Area Transit Commission.
