The Governor appointed the Task Force on
Day Care Facilities and Services in September
1985. The Task Force reviewed public agencies'
regulatory practices on licensure, registration, and
certification of day care facilities and services.

The Task Force submitted an interim report in
December 1985 and a final report in August 1986.
A major recommendation of the Task Force was
enacted when the Interagency Child Care Council
was created in 1986 (Chapters 113 and 114, Acts
of 1986).

that was enacted as Chapter 501, Acts of 1984
(Code Health-General Article, Title 12; Art. 27,
sees. 139, 743, 747). In May 1985, the Task Force
concluded its work.

The Governor created the State Development
Council Task Force in 1980 (Executive Order
01.01.1980.01). The Task Force reviewed the draft
development policies produced by the State De-
velopment Council and held public hearings
throughout the State to obtain public response to
these proposed policies. The Task Force has been
inactive since 1984.

MARYLAND ADVOCACY UNIT FOR
THE DEVELOPMENTALLY DISABLED

In 1984, the Maryland Advocacy Unit for the
Developmentally Disabled was renamed by its
board of directors as the Maryland Disability Law
Center.

In 1983, the Commission submitted its fourth
report to the Governor. In this report, the Com-
mission proposed legislation affecting custody of
children and grounds for divorce. The General
Assembly did not pass the child custody proposal
but did enact, with amendments, the proposal
concerning grounds for divorce. Subsequently, the
General Assembly passed a joint custody bill.
