members are practicing licensed morticians or fu-
neral directors, and two members are consumers
who have no training or substantial financial inter-
est in the profession. Five members must reside in
Baltimore City and six must reside in the counties.
The Secretary of Health and Mental Hygiene (or
the Secretary's designee) serves ex officio. Authori-
zation for the Board continues until July 1, 1992
(Code Health Occupations Article, secs. 6-101
through 6-602).

The State Board of Nursing originated as the
State Board of Examiners of Nurses in 1904 (Chap-
ter 172, Acts of 1904). It received its present name
in 1987 (Chapter 109, Acts of 1987). The Board
examines all applicants for registration as registered
nurses and as licensed practical nurses and certifies
those who qualify. It keeps a register of the names
of all registered nurses and all licensed practical
nurses. The Board renews registered nurse and
licensed practical nurse licenses biennially. It surveys
and prescribes standards for nursing education pro-
grams.

The Board cooperates with the National League
for Nursing in the preparation of its State Board
Test Pool Licensing Examinations and uses these
examinations.

Upon recommendation of the Secretary of
Health and Mental Hygiene, the Governor ap-
points the Board's eleven members for diree-year
terms. Three members must be licensed practical
nurses and six must be registered nurses. As vacan-
cies occur, the Maryland Nurses Association or the
Maryland Licensed Practical Nurses Association
submit to the Governor and to the Secretary of
Health and Mental Hygiene the names of five of its
members from which the Governor selects ap-
pointees. Two members are consumers appointed
with Senate advice and consent. Authorization for

the Board continues until July 1, 1993 (Code
Health Occupations Article, secs. 7-101 through
7-802).

CERTIFIED NURSE-MIDWIVES ADVISORY
COUNCIL

Appointed by the State Board of Nursing, the
Certified Nurse-Midwives Advisory Council was
created in 1983. The Council advises the Board on
matters relating to the practice of nurse-midwifery
It consists of at least three certified nurse-midwives
who serve three-year terms (Code Health Occupa-
tions Article, sec. 7-504).

ANESTHETIST ADVISORY COMMITTEE

The Anesthetist Advisory Committee was cre-
ated in 1981. Appointed by the State Board of
Nursing, the Committee advises the Board con-
cerning the practice of anesthesia by nurses. The
Committee also oversees the use of health insurance
and medical assistance benefits by certified nurse
anesthetists (Code Health Occupations Article, sec.
7-504).

JOINT COMMITTEE ON NURSE-MIDWIFERY

Created in 1983, the Joint Committee on
Nurse-Midwifery reviews and makes recommenda-
tions on all written agreements between nurse-mid-
wives and physicians. The Committee consists of
three nurse-midwives and three physicians. The
State Board of Nursing appoints Committee mem-
bers to three-year terms (Code Health Occupations
Article, sec. 7-504).

NURSE PRACTITIONER JOINT COMMITTEE

The Nurse Practitioner Joint Committee was
created in 1981. The Committee reviews written
agreements between nurse practitioners and physi-
cians. The Committee then makes recommenda-
tions to the State Board of Physician Quality
Assurance and the State Board of Nursing.

The Committee consists of six members. Three
are appointed by the State Board of Physician Qual-
ity Assurance and three are appointed by the State
Board of Nursing.
