The School is funded entirely by Baltimore County
government. The Director and five Assistant Directors are
appointed to four-year terms by the Governor with Sen-
ate advice and consent (Code 1957, Art. 27, sec. 646).

In 1992, the Lead Paint Poisoning Commission was
created (Chapter 406, Acts of 1992). The Commission
is to recommend ways to prevent lead poisoning;
preserve safe, affordable housing; and compensate and
rehabilitate persons injured by elevated blood lead
levels. The Commission also will recommend how to
protect property owners from excessive damage claims
for lead poisoning; provide for inspecting and reme-
diating rental units found to have lead paint; and fund
compensation and prevention.
Appointed by the Governor, the Commission has
fifteen members. Three serve ex officio. Authorization for
the Commission continues until June 30,1994 (Code
Environment Article, secs. 6-801 through 6-809).

The Maryland Legal Services Corporation was
established in 1982 (Chapter 829, Acts of 1982). The
Corporation receives and distributes funds for legal aid
to eligible clients in noncriminal proceedings or mat-
ters. The Corporation ensures that grants and con-
tracts are made so as to provide the most stable,
economical and effective delivery of legal assistance. It
also ensures that eligible clients in all areas of the State
have access to the Corporation's services.
The Corporation establishes maximum income
levels for client eligibility. These are based on a client's
financial inability to pay for competent private counsel
and other necessary expenses of representation. Maxi-
mum income levels for eligibility set by the Corpora-
tion may not exceed 50 percent of the median family
income for Maryland, as certified annually by the U.S.
Department of Health and Human Services.
The Corporation's Board of Directors is com-
prised of five lawyers and four nonlawyers. They are
appointed to three-year terms by the Governor
with Senate advice and consent. The Board ap-
points the Executive Director who serves ex officio
as a nonvoting Board member (Code 1957, Art. 10,
secs. 45A through 45-0).
