49. And be if further enacted, That upon such appeal
either party shall have a right to a trial by jury, and
the said Circuit Court shall be authorized to ratify,
reject, alter or amend the proceedings before the
county commissioners and in said court, so as to
bring the merits of the case fairly to trial; and the.
said court is hereby further authorized to pass such
judgment in the case as the county commissioners
ought to have passed, including costs; and such
judgment shall be final, and may be enforced by due
process of law.

Trial by jury.

SEC. 2. And be it enacted, That this act shall take
effect from, the date of its approval by the Governor.

CHAPTER 194.

AN ACT to appropriate a sum of money for the
repair and improvement of the State House.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the sum of thirty-two thousand dol-
lars be and the same is hereby appropriated out of
any money in the treasury, not otherwise appropri-
ated, under the control and management of the board
of public works, for the purpose of repairing and
improving the State House, as follows: for the re-
newal of the roofs and floors, for the repairs of
ceilings, windows, and carpenters work generally,
twelve thousand dollars, or so much thereof as may
be necessary; for the thorough heating and ventila-
tion of the Senate Chamber, the Hall of the House
of Delegates, and rooms generally, twelve thousand
dollars; for plastering and the repairs necessary,
two thousand dollars; for painting and frescoing
Hall, Senate, House of Delegates, Governor's room,
and the painting of the work necessary on the inte-
rior and exterior of the building, six thousand dol-
lars or so much thereof as may be necessary.
