                                            Proceedings
                                          of the Electors
                                                  of
                                President and Vice President
                                      of the United States
                              in and for the State of Maryland
                                               1860.


            On the First Wednesday in December being the fifth day of the
said month in the year one thousand Eight hundred and sixty, the day
appointed by the Constitution and Laws of the United States, on which the
electors of President and Vice President of the United States of America
and directed to assemble and perform the trust reposed in them, there
appeared in the Senate Chamber in the City of Annapolis, (the place designated
by act of Assembly for the meeting of the said Electors, the following gentlemen
who had been proclaimed by the Executive authority of the State to have
been duly elected Electors of President and Vice President of the United
States, in and for the State of Maryland, to wit.
                        E. Louis Lowe of Frederick County.
                        James Lloyd Martin of Talbot County.
                        Elias Griswold of Dorchester County.
                        John B. Boyle of Carroll County.
                        Joshua Vansant of Baltimore City.
                        T. Parkin Scott of Baltimore City.
                        John Ritchie of Frederick County.
                        James T. Franklin of Anne Arundel County.
    The said Electors severally qualified by taking the oath prescribed by
Law to be taken by all Civil officers and by declaring their belief in the
Christian Religion.
    On motion of Mr. Vansant, E. Louis Lowe was unanimously chosen
President.
    On motion of Mr. Franklin, Jonathan Pinkney was unanimously
appointed secretary, who duly qualified as such.
    On motion of Mr. Franklin Thomas A. Mitchell was appointed
Messenger and Walter Phelps Doorkeeper, who severally qualified.
    On motion of Mr. Scott the Electors proceeded to ballot for President
of the United States.
    Mr. Scott nominated John C. Breckenridge of the State of Kentucky,
whereupon the ballots of the Electors were deposited in the ballot box, which
was sealed and delivered by the President to Messrs.  Scott and Vansant who,
on counting the said ballots in the presence of the Electors, reported there
had been Eight ballots cast and all of which were for John C. Breckenridge.
    Whereupon it was declared by the Secretary that John C. Breckenridge
