rison Harris, Daniel M. Henry, Joseph Merrifield

 

and Henry McShane, who shall serve for the term of

 

four years from the first day of May next; and R. C.

 

Mackall, Cornelius Slack, A. E. Gibson and Enoch

Pratt, who shall serve for the term of two years from

 

the said first day of May next ; and they shall be a

 

body corporate under the title of the Board of Man-

 

agers of the Maryland House of Correction, and

 

have power to make such by-laws, rules and regula-

 

tions, not inconsistent with law, as they may deem ne-

 

cessary and proper for the public welfare and the best

 

interests of the institution and its inmates, and shall

 

also have power to appoint the necessary officers

 

and agents, who shall be removable at their pleasure,

 

and shall make an annual report of their proceed-

 

ings to the Governor of the State, who shall submit

 

the same, with such recommendations as he may

 

deem proper, to the General Assembly at its next

 

session thereafter.

 
   

SEC. 3. And be it enacted, That upon the expira-

 

tion of each of the terms of office of the Board of

 

Managers hereinbefore provided for, the Governor

shall, by and with the advice and consent of the

 

Senate, appoint four persons, residents of this State,

 

for the term of six years from the first day of May

 

next ensuing their appointment, and until their suc-

 

cessors are qualified ; and shall appoint from time to

 

time during the continuance of said institution as

 

said terms expire, four persons, residents as afore-

 

said, tor a full term of six years, so that the Board
