COMPTROLLER OF THE TREASURY xi

Amount brought forward...................... $6,284 23

Less old debts contracted prior to March, 1880,

and paid out of above gross receipts............... 2,997 90

Balance applicable to salaries of Inspectors....... $3,286 33

Add to this, old debts paid as above............... 2,997 90

Receipts above expenses from March 1st to Sept.

30th, 1880................................................ $6,284 23

Salaries of Inspectors for same period................ 5,250 00

Receipts above all expenses............................ $1,034 23

The old debts are nearly all paid, and this brief exhibit
encourages the hope that, by economical management and
careful supervision, the Tobacco Warehouses, which have
been an incumbrance on the Treasury, will become not only
self-sustaining, but a source of considerable revenue to the
State.

I have added to the Tables in the Appendix, Table No.
20, showing in detail the disbursements from the Contingent
Fund of the Treasury, and Table No 21, giving a like

showing from the Contingent Fund of the Comptroller.

Part II of the Appendix shows an omission on the part
of a number of officers to forward their Statistical Reports.
Although but few of these reports exhibit an excess of fees
and emoluments over salary and expenses, yet they embrace
interesting and useful statistics, and should be promptly
made so as to be published.

Having culled and briefly submitted the foregoing items
from the Statements and Tables, I invite the attention

of your Excellency to the full details in the Appendix.
With great respect,

Your obedient servant,

THOS. J. KEATING,

Comptroller.
