§§The State of Virginia ratified this amendment on the 8th of October,
1869, subsequent to the date of the proclamation of the Secretary of
State.

The States of Delaware, Maryland, Kentucky, and Texas rejected the
amendment.

The fifteenth article was submitted to the legislatures of the several
States, there being then thirty-seven States, by a resolution of Congress
passed on the 27th of February, 1869, at the first session of the Forty-
first Congress; and was ratified, according to a proclamation of the Sec-
retary of State dated March 30, 1870, by the legislatures of the follow
ing States:

Nevada, March 1, 1869.

West Virginia, March 3, 1869.

§North Carolina, South Carolina and Georgia had previously rejected the
amendment.
