AMENDMENTS TO DECLARATION OF RIGHTS
AND CONSTITUTION OF MARYLAND.
(Proposed in 1914, 1916 and 1918.)
DECLARATION OF RIGHTS.
ARTICLE 15. Taxation ; assessment of property.
CONSTITUTION.
ARTICLE I.
Elective Franchise.
SECTION 1-A. General Assembly may provide for voting of persons absent in
Military or Naval Service. (To be voted on by the people at the
election in the autumn of 1918).
ARTICLE III.
Legislative Department.
SECTION 52. Appropriations by General Assembly; Budget Bill; Supplementary
Appropriation Bills.
SECTION 60. Suspension of sentence; indeterminate sentence; release upon
parole.
ARTICLE IV.
Judiciary Department.
SECTION 44. Sheriff.
ARTICLE XI-A.
Local Legislation.
SECTION 1. Election of charter board; preparation and adoption of charter.
SECTION 2. Express powers of counties forming n charter.
SECTION 3. City or county council; executive officer: local laws and ordi-
nances—interpretation.
SECTION 4. Limits on local legislation to be passed by General Assembly.
SECTION 5. Amendments to charter.
SECTION C. County Commissioners and Mayor and City Council of Baltimore—
powers relative to, transferred to voters of counties and Baltimore
City; provisos.
SECTION 7. Meaning of "petition'' and "signature'': authenticity of latter:
offences.

The Referendum.
SECTION 1. Power reserved to people; provisions of article self-executing; ad-
ditional legislation.
SECTION 2. When laws effective; emergency legislation. Vote on referendum.
SECTION 3. Signature of referendum petition; local laws; extension of time
for law to take effect.
SECTION 4. Requisites of petition.
SECTION 5. Text of laws to be furnished voters; ballots, how arranged; result
