PREFACE,

IN this third volume of the Supplement to the Code, we present to
the profession and the public the codified laws of the Session of the
General Assembly of 1865.

The Constitution of 1864, has INAUGURATED a new era m the legislation
of this State. The laws of this Session, and especially those made in
conformity with that instrument are, consequently, of more than ordinary
interest to this community.

Although most of these laws are entirely new, yet several of them are
re-enactments of Acts of Assembly omitted from the Code. Chapter
91, relating to appeals in insolvent cases, is a restoration of a provision
in the act of 1849, ch. 88, sec. 1; Chapter 141, relating to appeals in
cases of sheets in Baltimore City, is a re-enactment of 1852, ch. 77, sec.
2, and Chapter 47, the law for the recording of bonds of conveyance, in
identical with sec. 3, of 1831, ch. 205.

The outline of the mode of registration of births, marriages and
deaths, prescribed by Chapter 130, is contained in the old acts of 1702,
ch. 1, sec. 10; 1777, ch. 12, sec 8, and 1798, ch. 24, sec. 19.

The Constitution having prohibited the enactment of local and special
laws in the cases therein enumerated, the good effects of that provision
are evident from the small number of sack laws passed by the recent
Legislature.

As to the arrangement of this work, we trust, it will be found that
Singula quaeque locum.. sortita decanter.
