be recovered and collected as other town taxes; and may impose
reasonable fines and penalties to restrain dogs and bitches from
running at large therein, and may authorize and compel the
bailiff to kill any dog or bitch within said town, whose owner
cannot be found, or who refuses to pay the taxes, fines and
penalties imposed by this section; all fines and forfeitures under
the ordinances of said corporation shall be recoverable before any
justice of the peace as small debts are now collected.

314. No ordinance of the said corporation shall be binding on
persons who do not reside in the said town, until the same shall
have been copied in a legible hand, and posted at three of the
most conspicuous places in said town, unless in case of wilful and
intentional violation of said ordinance, after notice thereof; and
the commissioners of the said town shall pass no ordinance that
shall be contrary to law.

315. It shall not be lawful for any person to suffer his geese,
pigs or hogs to run at large within the corporate limits of said
town.

316. No person shall keep or raise any geese, pigs or hogs
within the limits of said town, except in pens or enclosures; and
if any geese or swine be found going at large in said town, any
resident of the town shall have authority to impound the same,
and be entitled to receive the sum of one dollar for taking up
the same, and a reasonable compensation for the keeping thereof,
in the case of each pig, hog or goose so taken up, and may sell
the same on five days' notice, by at least five written notices set
up at prominent points in said town, to pay said bill of costs and
expenses; and the balance of the purchase money, if there be
any, shall belong to and be retained by the person impounding
and selling, for the use of the owner of such property; provided,
that the owner thereof may reclaim the same at any time before
sale by paying or tendering said dollar for each parcel of his
said property, and a reasonable compensation for their keep.
