the treasurer of this State upon the warrant of the comptroller.
The sum of twenty-five thousand dollars per annum, or as
much thereof as may be necessary, is hereby appropriated out
of any moneys in the treasury not otherwise appropriated to
carry into effect the provisions of this section.

Chapter 9. Pupils.

59. All white youths between the ages of six and twenty-
one years shall be admitted into the public schools of the
State, the studies of which they may be able to pursue; pro-
vided, that whenever there are graded schools the teachers and
board of district school trustees shall determine to which
school pupils shall be admitted.

60. The board of district school trustees shall have power
to suspend and expel pupils for cause; provided, that an
appeal shall lie to the board of county school commissioners,
whose decision shall be final.

trict with the consent of the boards of the respective school
