on the ballot, and, first of all, I mean with a loan, it

has got to be approved first by the Planning Commission

in Baltimore, then it has got to be approved by the City

Council of Baltimore, then it has got to be approved by

the Legislature in Annapolis, then it has to come back and

be put on the ballot Before it can be put on the ballot,

it has to be approved again by the Planning Commission,

before it can be put on the ballot, it has to be approved

by the City Council. After it is approved by the City

Council and put on the ballot, then it has to be approved

by the people, and it is just a mistake, and I mean I think

the Governor ought to use his influence to do what he can.
