MUNICIPAL CHARTERS
(Annexation No. 31 - Air Business Center, Phase 2)

WHEREAS, a Joint Petition for Annexation and Zoning has been presented to
and accepted by the Mayor and Common Council of Westminster requesting to enlarge
the corporate boundaries of the City of Westminster by the annexation and zoning of
land adjoining and contiguous to the existing corporate boundaries in accordance with
Article 23A, Section 19(c) of the Annotated Code of Maryland (as now amended) and
Sections 21-6.1, 21-18, and related sections of Chapter 21 of the Code of the City of
Westminster; and

WHEREAS, the President of the Council has caused to be made a verification of
the signatures upon said Petition and has determined that the persons signing the
Petition own at least twenty-five per centum (25%) of the assessed valuation of the real
property located in the areas to be annexed.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Common Council
of Westminster to annex the areas within the boundaries described below in Parcel "A"
(10.221 acres of land more or less) and in Parcel "B" (63.234 acres of land more or
less).

[Pursuant to Section 2 of the Charter of the City of Westminster, Carroll County,
as found in the compilation of Municipal Charters of Maryland (1983 Edition).

Effective Date July 7, 1989]

WILLARDS

RESOLUTION NO. 1989-2

A RESOLUTION of The Town Council of the Town of Willards proposing the
annexation to The Town of Willards of a certain area of land situated contiguous to and
binding upon the easterly Corporate Limits of The Town of Willards, popularly known
as the "Cropper and Deeley Annexation" bounded on the West by the Corporate Limits
of The Town of Willards and other properties of Reese F. Cropper, Jr. and Haskin U.
Deeley, III; bounded on the North and Northwest by the lands now or formerly owned
by Elva E. Baker and James E. Lewis; bounded on the East by the lands now or
formerly owned by Author W. Davis; bounded on the South by U.S. Route 50.

[Pursuant to Section 102 of the Charter of the Town of Willards, Wicomico
County, as found in the compilation of Municipal Charters of Maryland (1983 Edition).

Effective Date February 12, 1989]
