1750 LAWS OF MARYLAND.

Measures, and was re-elected to the Fifty-third Congress and
served on the same Committees; he declined re-election for a
fourth term and was elected Attorney-General of Maryland,
serving from 1899 to 1903; in 1904 he was elected to the United
States Senate to succeed the Honorable Louis E. McComas, Re-
publican, for the term beginning March 4th, 1905, and re-elected
for the term beginning March 4th, 1911; he died November 25th,
1912. He had devoted almost his entire life to the service of the
public, and in a manner highly acceptable to them, as they ap-
preciated his faithfulness, zeal, good judgment and ability in the
conduct of the several offices filled by him; therefore, be it

RESOLVED, By the General Assembly of Maryland, That in the
death of the said Isidor Rayner, the State has suffered an irrep-
arable loss and the people have been deprived of the services of
a man of high personal integrity and devotion to duty; and be
it further

RESOLVED, That a copy of this resolution be bound with the
Acts of the Assembly for the year 1914, and that a copy thereof,
properly engrossed, under the great seal of the State, be trans-
mitted by the Secretary of the Senate to the family of Isidor
Rayner.

Condemning the practice of polygamy in the United States.

WHEREAS, It appears from investigation recently made by the
Senate of the United States, and otherwise, that polygamy still
exists in certain places in the United States, notwithstanding
prohibitory statutes enacted by the several States thereof, and

WHEREAS, The practice of polygamy is generally condemned
by the people of the United States, and there is a demand for the
more effectual prohibition thereof by placing the subject under
Federal jurisdiction and control, at the same time reserving
to each State the right to make and enforce its own laws relating
to marriage and divorce; now, therefore,

RESOLVED, That the application be made and hereby is made to
Congress under the provisions of Article V of the Constitution
of the United States for the calling of a Convention to propose
an amendment to the Constitution of the United States whereby
