CARROLL COUNTY

Records

No county of Maryland has more complete records than has Carroll County, and only a
very few have them equally as full and as well kept. Many factors have combined to accom-
plish this end. In the first place, the county has been fortunate to have had public servants
who realized the value of the records and gave them the interest and care which they deserve.

But without detracting any of the credit from these officers, it must be said that their part
would not have been enough. The county has also been especially blessed in having been
spared all of the agents which have destroyed or damaged records elsewhere. There has been
only one courthouse; there have been no fires, earthquakes, floods or civil disturbances, and no
marauding armies.

Note

The architect of the Courthouse Colonel James M. Shellman was a native of Louisville,
Georgia who read law in Frederick County and became the first Burgess of Westminster. His
day book, which he kept from 1824 to 1850—he died in 1851—is now in the possession of the
Carroll County Historical Society. (News Letter Historical Society Carroll County, Maryland,
