which it may be necessary to issue and sell in order to
cover such shortage, may be issued and sold by the County
Commissioners of Montgomery County at any time before
or during the construction of said school improvement
projects or at any time within one (1) year after the com-
pletion thereof.

In addition to the aforegoing projects, the Board of Edu-
cation of Montgomery County is hereby authorized and
directed to expend two thousand dollars ($2, 000. 00) of the
proceeds of the sale of the bonds hereby authorized, for
the purpose of improving, grading and landscaping the
grounds surrounding the Sherwood School at Sandy
Spring. Said sum shall be included by the Board of Edu-
cation of Montgomery County in the amount which it may
request the County Commissioners of Montgomery County
to borrow, as hereinabove provided, and said money shall
be expended in the same manner and upon the same terms
and conditions as are provided for the other expenditures
itemized in this Act.

SEC. 5. And be it further enacted by the General As-
sembly of Maryland, That for the purpose of paying the
interest upon any or all of the bonds hereinabove author-
ized to be issued and sold, and for the purpose of paying
the bonds themselves as they respectively mature and are
payable after the issue and sale thereof pursuant to the
provisions of this Act, the Board of County Commissioners
of Montgomery County shall annually, until all the bonds
issued under the provisions of this Act shall have matured
and been paid, levy a tax upon all the assessable property
in Montgomery County sufficient to pay the annual inter-
est due on all of said bonds that may be issued and out-
standing as said interest becomes due and payable, and also
a tax in each year upon all said assessable property in said
County sufficient to pay the principal of said bonds as said
bonds respectively mature and are due and payable.

SEC. 6. And be it further enacted by the General As-
sembly of Maryland, That this Act is hereby declared to be
an emergency law and necessary for the immediate pres-
ervation of the public health and safety, and having been
passed by a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.
