HARRY W. NICE, GOVERNOR. 1309

Chapter 36, House Bill 80, among other changes, abol-
ishes the office of City Counselor and provides for the ap-
pointment of a City Solicitor.

Chapter 38, House Bill 84, abolishes the offices of Police
Commissioner and provides for appointments in the Police
and Fire Departments.

Chapter 54, House Bill 81, makes certain changes in the
Primary Election Laws for the City of Annapolis, changes
the term of office of the Board of Election Supervisors and
makes the City Solicitor the legal representative of the said
Board.

As there seems to be a diversity of opinion as to the
advisability of these changes and since no provision has
been made for submitting the changes to the voters, I have
vetoed these three bills.

I have also vetoed Chapter 401, House Bill 477, appro-
priating $2, 500 to the City of Annapolis for certain public
services rendered the State, as the effect of this would be
to tax state property situated in Annapolis.

ANNE ARUNDEL COUNTY.

Chapter 162, House Bill 346, provides for the appoint-
ment and retirement of police officers in Anne Arundel
County.

The approval of this bill would have the effect of increas-
ing the county tax rate and as I have also received protests
against the bill, I have vetoed it.

BALTIMORE CITY POLICE.

Chapter 167, House Bill 28, limits bidders for contracts
to supply uniforms to members of the Police Department
to persons or firms residing in Maryland or corporations
incorporated under the laws thereof.

I have vetoed this bill as I believe its real result would be
the creating of a monopoly.

Chapter 168, House Bill 14, provides for the compulsory
retirement of employees of the Police Department who have
reached the age of 70 years. Since the Police Commissioner
now has the power to retire employees of the Department,
I have vetoed the bill as being unnecessary.
