State and county taxes in Baltimore County (special as-
sessments of every kind and Metropolitan District charges
being within the contemplation hereof), shall henceforth
be prosecuted on behalf of the County Treasurer by the
counsel to the County Commissioners of Baltimore County
and/or any duly appointed assistant properly designated
and assigned to the prosecution thereof. The annual com-
pensation paid by said Commissioners or any other public
official or private person by way of salary, fees, commis-
sions, or otherwise, for or in connection with the services
herein specifically mentioned shall in no year exceed
Thirty-five hundred ($3,500.00) dollars in the aggregate.
Taxing among the costs and/or collection by the Clerk of
the Circuit Court for Baltimore County or others of appear-
ance fees in all suits at law and/or in equity dealing with
the payment of taxes, assessments and/or Metropolitan
District charges is hereby abolished and prohibited.

SEC. 2. And be it further enacted, That any and all
other laws or parts of laws, whether general or local, in-
consistent with the provisions of this Act, be and the same
are hereby repealed to the extent of such inconsistency.

SEC. 3. And be it further enacted, That should any
Section or part of a Section of this Act be held to be invalid
for any reason, such holding shall not be construed as
affecting the validity of any remaining Section or part of a
Section of this Act, it being the legislative intent that the
remainder of this Act shall stand notwithstanding the in-
validity of such Section or part of a Section.

SEC. 4. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.
