CERTIFICATE

STATE OF MARYLAND

OFFICE OF THE SECRETARY OF STATE

To the Clerk of the Court of Appeals:

I, David C. Winebrenner, 3d, Secretary of State of
the State of Maryland, pursuant to the direction contained
in Chapter 441 of the Acts of the General Assembly of Mary-
land of 1922, Do Hereby Certify, That at the General Elec-
tion held in this State on Tuesday, November 4th, 1930, an
Act, known as Chapter 213 of the Acts of the General Assem-
bly of 1929, was submitted to. the voters of Howard County
for their adoption or rejection, under the provisions of Article
16 of the Constitution of the State, said Act being:

An Act to authorize, empower and direct the Board of
County Commissioners of Howard County to borrow
upon the faith and credit of said county to the amount
of eighty thousand dollars ($80,000.00), and to issue
and sell coupon bonds therefor, the proceeds thereof to
be used (1) for the erection and equipment of a new
high school building at Elkridge, and (2) for the re-
pairing and improvement of the school buildings now
owned by said county, to provide for the payment of
interest on said bonds and the principal thereof, by the
levy of taxes, to create a commission to carry out the
provisions of this Act in conjunction with the Board of
Education of Howard County, and declaring this Act
an emergency law.

And I Do Certify, That at said election 931 votes were
cast in favor of the adoption of said Chapter 213 of the Acts
of 1929, and 2,912 votes were cast against the adoption of
said act, in Howard County; and a majority being against
the adoption thereof, it was thereby rejected and repealed by
the voters of said county.

In Testimony Whereof, I have hereunto sub-
scribed my name and affixed hereto my Offi-
cial Seal, at the City of Annapolis, this 28th
day of November, 1930.
