HERBERT R. O'CONOR, GOVERNOR. 1735

lature convenes it will have a report of a non-political, im-
partial group upon which to base its action. I am inviting
the following to serve on the Commission:

Robert F. Stanton, Police Commissioner.

James M. Hepbron, Managing Director, Baltimore
Criminal Justice Commission.

Walter F. Perkins, President, Koppers Company.

Charles H. Roloson, Jr., Insurance Executive.

Irving H. Kohn, President., Hochschild, Kohn & Co.

Charles Schmidt, President, Schmidt Baking Co.

Charles H. Baetjer, Attorney.

QUEEN ANNE'S COUNTY.

Chapter 193 (Senate Bill 350). I am requested to veto this
measure by the Senator from Queen Anne's County who in-
troduced the bill.

Since the passage of this measure considerable opposition
lias ben aroused and it is deemed inadvisable to have the Act
signed. It is contended that its provisions will conflict with
re-assessment clue this year and if there is a re-assessment
there would be no need for paying compensation for five years
to assessors who are named in the bill.

Under all the circumstances, therefore, I am vetoing this
measure.

ST. MICHAEL'S

Chapter 261 (House Bill 449). This measure would direct
the Commissioners of St. Michael's to issue bonds or other
certificates of indebtedness up to $7, 500 for the purchase of a
site and for the construction and equipment of a fire house.
Inasmuch as it would be obligatory upon the Commissioners to
issue the bonds if this bill were signed, I took the precaution of
inquiring from these officials whether they approved of it&
passage. I am notified by the Commissioners that they seri-
ously object to this proposal and that the cost would be ex-
cessive and unwarranted.

SEARCH WARRANTS.

Chapter 259 (House Bill 406). The State Law Department
formally urges the veto of this measure stating that in view of
the passage of the State-wide Act relating to search warrants
(Chapter 749), this bill is unnecessary and inadvisable. The
Attorney General suggests that ample provisions are contained
in Chapter 749 for the Issuance of search warrants. I am,
therefore, vetoing this special law for Montgomery and Prince
George's Counties.
