it was introduced by error, and requests that the bill be vetoed.
The State Senator of the County and other representatives of
Allegany County join in the request for the veto.

ANNE ARUNDEL COUNTY.

Chapter 202 (Senate Bill 234). This bill provides for the
payment to the Clerk of the Circuit Court for Anne Arundel
County of one half of the fines imposed and recognizances
forfeited to the Circuit Court. It stipulates that the other
half of such fines and forfeitures is to be paid to the County
Commissioners, regardless of provisions of any other prior
or subsequent Act.

The Attorney General has pointed out that this would
materially affect the revenues of certain State Departments,
particularly the Motor Vehicle and Conservation Departments,
whose revenues are partly derived from such specifically
dedicated funds.

The Attorney General also points out that Chapter 36 (the
General Revenue Bill), already signed, provides for the pay-
ment of such fines and forfeitures to the County or City where
the fine is imposed. However, this Act contains no exception
of those fines and forfeitures dedicated by law. Under the
circumstances, I feel compelled to veto this measure.

Chapter 311 (House Bill 618). This measure, introduced
with the approval of the State's Attorney of Anne Arundel
County, relates to the transmission of papers in criminal cases
from the trial magistrates in the County. The purpose of the
proposal was to expedite the hearings on appeal. To accom-
plish this it was originally proposed that a ten-day period be
allowed for the transmission of the records. However, in the
course of the Bill through the General Assembly, the time was
changed to thirty days.

The State's Attorney points out that this would obviously
delay the transmission of the record and he states that it
would be better to hare no law on the subject than one which
would authorize what he terms an unreasonable period of
time.

The Chairman of the Anne Arundel County Delegation,
which introduced the measure, hag altered his opinion upon
the statement of the State's Attorney.

Inasmuch as our whole aim is to provide against undue
delays in criminal cases, I feel that I must follow the recom-
mendation of the State's Attorney and veto this Bill.
