week, in the year 1941, and every four years thereafter,
for the hearing of applications for reinstatements by per-
sons whose names shall have been stricken off. The said
respective officers of registration shall sit at said several
sittings, with open doors from eight o'clock A. M. to eight
o'clock P. M. on each day of their sessions, and their pro-
ceedings, while so sitting, shall be public and open to free
inspection, without any obstruction whatever.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 2.
(Senate Bill 57)

AN ACT to repeal and re-enact with amendments Sections
285, 285A and 285B of Article 22 of the Code of Public
Local Laws of Maryland, title "Washington County",
sub-title "Hagerstown", as enacted by Chapter 362 of the
Acts of 1939, providing for the nomination by primary
election of candidates for offices of Mayor and Council-
man, requiring statements of candidacy and the payment
of filing fees, providing for the preparation of ballots
and the manner of conducting such elections, and also
providing for the registration of voters.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 285, 285A and 285B of Article
22 of the Code of Public Local Laws of Maryland, title
"Washington County", sub-title "Hagerstown", as enacted
by Chapter 362 of the Acts of 1939, be and the same are
hereby repealed and re-enacted with amendments to read
as follows:

285. Candidates for the offices of Mayor and Coun-
cilman to be voted for at all general municipal elec-
tions at which a Mayor and City Councilmen are to be
elected under the provisions of Article 22 shall be nomi-
nated by a primary election and no other name shall be
