166 JOINT RESOLUTIONS.

missioner a list of all National banks located and operating
within the State of Maryland, and to send copies of this
Joint Resolution to the executive head of each such bank.

NO. 7

(House Joint Resolution No. 3)

Joint Resolution requesting the Governor to appoint a Com-
mission to re-examine the Public Welfare Program of the
State in any way pertinent to the formulation of the 1950-
1951 biennium budget for such agency.

WHEREAS, a request has been made by the Department of
Public Welfare for the appropriation for additional funds
with which to increase the benefits under and expand certain
phases of the public welfare program; and

WHEREAS, the budget appropriations adopted each year
have shown substantial increases for welfare purposes; and

WHEREAS, the requested funds for the fiscal year 1949
would bring expenditures for that period to a point 110 per-
cent above the amount appropriated in the budget bill for the
1946-1947 biennium for the fiscal year 1947; and

WHEREAS, the accomplished and projected expansion of the
welfare program over this period is primarily concentrated
in one category; and

WHEREAS, the report of a recent survey of the operations
of the Department of Public Welfare is indicative of the need
for a re-examination of the scope of the current and projected
programs; and

WHEREAS, it is apparent, in the premises, that the desira-
bility of the current and projected program be weighed
against the ability of the people of the State to support such
a program; and

WHEREAS, it further appears that a program of the scope
contemplated in the projected expansion cannot be supported
without additional taxation; and

WHEREAS, it is desirable that a re-examination of the whole
problem be made by the two coordinate branches of the
Government responsible for the allocation of funds, the Exec-
