Any department, board, commission, officer or institution
may, at any time submit in writing to the Governor an
amended schedule for the disbursement and apportionment of
the appropriations made to it by him. If the Governor shall
approve such amended schedule, he shall transmit the same,
with the certificate of approval, to the Comptroller and
thereafter, such appropriation shall be paid out in accordance
with said amended schedule. Any such amended schedule so
submitted to the Governor may be withdrawn at any time
before the Governor has acted thereon. Any amended sche-
dule approved by the Governor may be again amended at
any time in like manner and with like effect. All amend-
ments and schedules made or appproved by the Governor shall
be reported by him to the next session of the General As-
sembly.

SEC. 2. And be it further enacted. That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTEE 4
(Senate Bill 4)

AN ACT to authorize the creation of a State debt in the
aggregate of Five Hundred Sixty Thousand Dollars ($560,-
000), the proceeds thereof to be used for the erection of
armories first at Prince Frederick, Calvert County, at Oak-
land, Garrett County, at Ellicott City, Howard County, at
Leonardtown, St. Mary's County, and then at such other
places within the State as possible with moneys available
from the proceeds of this bond issue and from funds pro-
vided by the Federal Government, and providing generally
for the issue and sale of certificates of indebtedness evi-
dencing such loan, and to repeal Chapter 624 of the Acts
of 1947.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in order to provide for the erection of armories
first at Prince Frederick, in Calvert County, at Oakland, in
Garrett County, at Ellicott City, in Howard County, at
Leonardtown, in St. Mary's County, and then at such other
places within the State as possible with moneys available
