submit to the Governor on or before January 2, 1951 the re-
sults of the aforesaid preliminary survey of the boundaries
between the State of Maryland and the Commonwealth of
Pennsylvania and between the State of Maryland and the
State of Delaware.

(Senate Joint Resolution 12)

Resolution requesting the Commission of Fisheries of Virginia
and the Commission of Tidewater Fisheries of Maryland to
make further study for the development of a joint program
for the administration of seafood resources in the Potomac
River and the Chesapeake Bay Area.

WHEREAS, within recent years there have been a number of
attempts to improve the administration of the fish laws in the
Chesapeake Bay area and oyster laws in the Potomac River
area, this problem being particularly difficult because ',it in-
volves the rights and vested interests of citizens in both
Maryland and Virginia; and

WHEREAS, the General Assembly of Maryland at its session
in 1949 proposed the creation of the "Maryland-Virginia
Chesapeake Bay Authority"; and

WHEREAS, the General Assembly of Virginia did hot attempt
the counter legislation necessary to put this proposal in
effect but has made further proposals for legislation concern-
ing the Potomac River area; and

WHEREAS, the Maryland Commission of Tidewater Fisheries
cannot agree to the Virginia proposals since they suggest the
relinquishment of some of Maryland's sovereign rights without
a reciprocal release on the part of Virginia; and

WHEREAS, since each State has made proposals which have
not been adopted by the other, there may be danger of the
entire project for the improved administration of the laws in
the Potomac River and Chesapeake Bay areas falling by the
wayside; and

WHEREAS, there appear to be possible realms of agreement
between the portions of the two States which should be con-
sidered and explored; and
