progress in this field should properly be coordinated and in
collaboration with that department.

I am including in the Supplementary Budget a recom-
mended appropriation of f 10,000 to the Department of Mental
Hygiene for establishment of a pilot clinic, for study, re-
search and education in this field. I am advised that with
this sum substantial progress can be made.

SENATE BILL No. 5

AN ACT to repeal and re-enact, with amendments, Sub-Sec-
tion (39) of Section 12 of Article 36 of the Annotated Code
of Maryland (1947 Supplement), title "Fees of Officers",
sub-title "Clerks of Court", increasing the fee for the Clerk
of the Court of Common Pleas for receiving, collecting and
paying over all public money.

The purpose of this measure, raising the commission of the
Clerk of the Court of Common Pleas on public monies col-
lected and paid over by him, was to provide sufficient funds
to pay the cost of the operation of that office. In the last
fiscal year, the office operated at a deficit of approximately
$5,700. The present commission allowed is one percent. This
bill would raise the rate to three percent. One percent com-
mission raises approximately $8,500. At the rate of three
percent, collections from this source would be approximately
$24,500, or approximately $11,000 in excess of the amount
needed to operate the office, based on the last deficit. Since
the bill would deprive Baltimore City of approximately
$11,000 in revenue, in excess of what is needed to cover the
cost of the office, the City Solicitor has requested that it be
vetoed. Since the question of the rate may be reconsidered
at the next session of the Legislature, in the light of these
facts, the bill will be vetoed.
