all matters touching the discipline of the school, and the
good and wholesome execution of their ordinances, on all
which occasions a majority at least of the trustees shall

Sec. 7. And be it enacted, That the said trustees and
their successors, by the name and style aforesaid, shall have
perpetual succession, and be capable in law to sue and be
sued, plead and be impleaded, answer and be answered,
defend and be defended in any court of justice whatever,
and to make and use a common seal, and the same to alter
or renew at pleasure, and severally to do and perform all
things relative to the management of the academy.

Corporate
powers.

Sec. 8. And be it enacted, That nothing herein contained
shall be so construed as to authorise or empower said cor-
poration, to issue any note, certificate, token or other evi-
dence of debt, to be used as currency, and the light is here-
by expressly reserved to the General Assembly of Mary-
land, at its pleasure, to alter, amend or annul this act of
incorporation.

CHAPTER 47.

An act to incorporate the town of New Winsor, in Carroll
County.

Passed Jan.
25, 1844.

Section 1. Be it enacted by the General Assembly of
Maryland, That the citizens of the town of New Winsor,
in Carroll county, shall be and they are hereby made and
constituted a body corporate by the name of the Burgess
and Commissioners of New Winsor, and as such, shall have
succession, and by their corporate name may sue and be
sued, plead and be impleaded in any court in this State,
and may have and use a common seal, and to alter and change

Sec. 2 And be it enacted, That the owners of taxable
property in New Winsor, (living in Carroll county, ) and
all persons residents of said town for six months, who are
entitled to vote at the county or State elections, shall on
the first Monday of May next, and on the first Monday of
May in each and every year thereafter, elect by ballot a
burgess and not less than three nor more than five commis-
sioners, who are lot holders in said town, and shall have
resided therein twelve months, and who are entitled to vote
at said elections as above provided.
