Dear Mr. Speaker:


Herewith I return House Bill No. 213 without my approval. 2
The bill was submitted to the Hon. Hall Hammond, Attorney
General, for comment as to its form and legal sufficiency.
Mr. Hammond's office has advised me, "The bill as originally
drawn provided for the issuance of an alcoholic beverage
license, under certain conditions, to any bona fide yacht club
in Anne Arundel County, and by its terms excluded any yacht
club in the Sixth District of Anne Arundel County from
obtaining such a license thereunder, however, the bill was
amended in the Senate and under the provisions of the bill as
passed, it provides that the terms of the bill shall apply only
to a particularly described parcel of property in the Eighth
District of Anne Arundel County. "

1 Under Section 17 of Article 2 of the Constitution, as amended by
Chapter 714 of the Acts of 1949, which was approved at the November
election, 1950, all bills vetoed by the Governor after the adjournment
of the Legislature must be returned to the House in which they
originated immediately after said House shall have been organized at
the next Regular or Special Session of the General Assembly and may
then be reconsidered in the same manner as in case of bills vetoed
during the Session. Four of the vetoed bills were returned to the 1951
General Assembly, as indicated by footnotes under the appropriate veto
messages.
