if the license is granted, will unduly disturb the peace of
the residents of the neighborhood in which the place of
business is to be located or that the operation of the pro-
posed business or event will constitute a nuisance, then the
application shall be disapproved and the license applied
for shall be refused. The approval of all licenses (includ-
ing Bingo) issued under the provisions of Sections 383 to
390 of this Article by the Board of County Commissioners
or the person or persons appointed by said Board for this
purpose, shall be a prerequisite to the issuance or re-
issuance of any such license by the Clerk of the Circuit
Court of Anne Arundel County. The decision of the Board
of County Commissioners or the person or persons ap-
pointed for this purpose as to approval or disapproval of
any application for such a license shall be subject to review
by the Circuit Court of Anne Arundel County and may be
either approved, reversed or modified. The Circuit Court's
decision as to approval, rejection or modification of any
such application for a license shall be final.

[No auto or motorcycle races shall be permitted on
Sunday at any track or course for which an admission fee
is charged for the purpose of viewing such race or contest
in Anne Arundel County.]

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

This bill was passed at the 1953 session of the General
Assembly and was vetoed by the Governor on May 6, 1953.
Under the provisions of Section 17 of Article 2 of the State
Constitution bills vetoed after adjournment of the Legisla-
ture must be returned by the Governor to the next regular
or special session of the General Assembly. The bill was
repassed over the Governor's veto by the House on Febru-
ary 4,1954, and in the Senate on February 11,1954. The bill
will take effect June 1, 1954.
