VETO MESSAGES FOR THE FORTY-TWO BILLS

PASSED BY THE GENERAL ASSEMBLY IN

1953 AND VETOED BY THE GOVERNOR*


SENATE BILL NO. 164

Dear Mr. President:


I am returning herewith Senate Bill No. 164 without my
approval. The bill provides that, effective August 1, 1954,
reduced tolls shall be charged residents of Cecil and Har-
ford Counties on the Susquehanna River Bridge. However,
after introduction, the bill which related solely to passenger
vehicles was amended to provide special rates for two axle
trucks. The Attorney General advises that the dis-
crimination in favor of one particular type of truck over
other trucks that use the bridge probably renders the bill
unconstitutional.

I am desirous of having reduced commutation rates for
passenger cars owned by residents of Cecil and Harford
Counties put into effect as soon as possible. I am therefore
requesting the State Roads Commission to take all steps
possible to secure the reduction of rates for passengers as
prescribed in the bill at the earliest possible date, but as
indicated above, must veto the bill in its present form.

*All forty-two bills were vetoed by the Governor following the
adjournment of the General Assembly. Under Section 17 of Article 2
of the Constitution of Maryland, they must be referred to the House in
which they originated immediately after that House shall have or-
ganized at the next regular or special session of the General Assembly,
and may then be reconsidered in the same manner as bills vetoed
during a session. Of the forty-two vetoed bills, seventeen originated in
the Senate and twenty-five originated in the House.
