HOUSE BILL NO. 859

Dear Mr. Speaker:


I have today vetoed House Bill No. 859, which is returned
herewith. This Bill would add a section to the general
election laws requiring the Anne Arundel County Super-
visors of Elections to designate an additional polling place
in the Third Election District of Anne Arundel County, in
the area presently served by the Arnold Fire Department.

The Supervisors already have general authority to add
additional polling places, and a specific direction such as
this has no proper place in the general state-wide election
laws. It is a matter to be addressed to the discretion of the
Board, rather than attempting to make such a minute detail
of administrative action the subject of legislative action.

Dear Mr. Speaker:


I am herewith returning without my approval House Bill
No. 874 dealing with the election of a Commissioner-at-
Large for the Town of Cambridge, and altering the wards
therein.

Responsible citizens of the community advise me that this
Bill would in no way improve the present type of govern-
ment in Cambridge, nor be of any benefit to its citizens. The
probable effect of the Bill would be to eliminate the area
of one ward of the City from representation in the City
